Description: Testimony regarding House Bill 2052, which provides a mechanism to restore funding to the Comprehensive Transportation Program after the State's economy begins to rebound by stating that if in any fiscal year the State General Fund receipts exceed by more than $5 million dollars the original estimate for the fiscal year, then half of the excess over $5 million dollars would be transferred to the State Highway Fund.
