It is designed to promote parental responsibility for the financial well-being of children, as well as to encourage and strengthen households with children in their efforts to be independent of public assistance. The Kansas CSE Program is a multifaceted state, county, judicial, and private operation which must meet detailed federal requirements concerning all phases of operation."
