Description: HB 2300 makes substantive changes to the Kansas Code for care of children. These changes concern: child care vouchers, written information for biological/adoptive parents on the placement of children in protective custody, hearing notice of parents by restricted mail, court identification of perpetrators of abuse or neglect, definition of child abuse and neglect registry, a narrower definition of neglect, the establishment of kinship conferences, Family Preservation as a minimum reasonable effort prior to the court authorizing out of home placement, payment for relative placements and attended visitation
