| Description: | The Task Force recommends introduction of enabling legislation to authorize
establishment of a broad-band technology-based network called KAN-ED and the
creation of a public-private entity and board to contract for the creation, operation, and
maintenance of that network. The Task Force stresses that this network must be
assembled from facilities owned or to be constructed by the private sector and must be
managed in a manner that will not compete with private sector initiatives. As defined
in the proposed legislation, schools (including postsecondary institutions), libraries, and
hospitals in Kansas will be authorized to connect to the KAN-ED network for broadband
Internet access and intranet access for distance learning. |
