| Description: | Testimony concerning the proposed changes in Senate Bill 173. Under current law the Secretary of Transportation has the responsibility to manage the state highway system including the setting of speed limits and approving access points. This bill would give cities the authority to make the final decision on speed limits and access points inside the city limits on state highways where the city and the Secretary cannot come to an agreement. KDOT feels that such a change would be poor public policy which could affect the safety of the citizens of Kansas. |
